Romarco Receives Three Key State Permits for Haile

TORONTO, Oct. 28, 2013 /CNW/ - Romarco Minerals Inc. (TSX: R) (the "Company") is pleased to announce the South Carolina Department of Health and Environmental Control ("SCDHEC") has issued three key State permits required for the Company's Haile Gold Mine project in South Carolina. All three permits are now effective and each appeal period has closed with no appeals.

SCDHEC's Bureau of Air Quality has issued the State Construction Permit ("Air Permit"), which authorizes construction of the facility and equipment, and describes all major equipment and control devices that could potentially impact air quality. It also details operating parameters and reporting requirements for the mine, crusher and mill. The conditions of the permit are in accordance with the applicable South Carolina pollution control laws and regulations.

SCDHEC's Bureau of Water has issued a renewal of the existing National Pollutant Discharge Elimination System ("NPDES") Permit, which establishes discharge standards for a new outfall associated with the upcoming mining plan. In addition, SCDHEC has issued a permit for future discharge standards associated with the mine operations. The NPDES Permit sets discharge quality and flow standards for Haile and also controls all water discharges both on and off the property.

SCDHEC's Bureau of Water has also issued the Dam & Reservoir Safety Permit ("Dam Permit") which authorizes the construction of the Duckwood Tailing Storage Facility in Lancaster County pursuant to the Dams & Reservoirs Safety Act and as designed and engineered by the Haile operating team and engineering consultants.
